In fiscal 2010, 29.2 percent of state contracts went to certified small businesses, 5.8 percent went to women-owned businesses, and 6.5 percent went to firms with minority owners.

However, the board also said that the city’s two previous bid requests, withdrawn in favor of one with more restrictive requirements, “create an impression, correctly or incorrectly, that the city was trying to insure that McNeilus would be the successful bidder.”

Kevin McGee, sales manager for Mid-Atlantic, said yesterday that his company would appeal the decision to Richmond Circuit Court.

Contracts – Chesapeake company challenges garbage-truck deal

The company alleges that city officials showed an “obvious bias” toward McNeilus Cos., of Villa Rica, Ga., by canceling two rounds of sealed bids before seeking a third that called for body specifications that are proprietary to McNeilus, effectively chilling competition.
